毎年１０月３１日はハロウィーンですね！ 北米ではハロウィーンの日にはそれぞれ独自のコスチュームを着て、子供達はお菓子をもらいに家を回ったり、大人はパーティーをしたりなど毎年恒例の行事です。その習慣の１つとして、３１日には、学校や職場などに朝からコスチュームで登校・出勤するというのも珍しくはないのですが、なんとある学校で小学校３年生以上の児童は学校にコスチュームを着てくる事を禁止するという決まりを決定したという記事が紹介されていました。それに対して、毎年子供達にコスチュームを着せて学校に行かせる事を楽しみにしている母親達が猛反発を起こしているということです。
日本ではコスチュームを着て登校というのはあまり考えられないように思われますが、北米ならではの問題といった感じですね。それでは本文からTOEICに関する単語・文法を見ていきましょう。

Stefanie Sellers was outraged when her eight-year-old daughter, Cheyenne, recently brought home a letter from her Barrie, Ont., school notifying parents that students in grades 3 and up were prohibited from wearing costumes to class on the ghoulish holiday.
“It’s like they’re trying to take out Christmas. How is Halloween disrespectful?” asked the 24-year-old woman Wednesday. “Every culture celebrates Halloween. I don’t see how it’s not politically correct. It’s just about kids dressing up in costume and getting free candy.”
Instead, officials at Portage View Public School want students interested in celebrating Halloween on Monday to get into the spirit by donning black and orange colours. Sellers says the school’s principal, Peter McKenna, told her that the ban is based on a number of reasons, from the cost of costumes to the need to be more inclusive in the school. She says if this was the case, the ban should apply to all children in the school. Students in kindergarten to Grade 2 are encouraged to dress up in costume. Despite the ban, her daughter, who is in Grade 3 this year, will go to school as planned in a zombie cheerleader get-up.
“All they needed was one person to say, ‘This offends me’ and they get rid of it,” said Sellers. “Getting rid of it offends me and that’s why we have a problem.”
Halloween costume bans or restrictions are not new in Canadian schools. Debbie Clarke, a spokeswoman with the Simcoe County District School Board, which oversees the Barrie, Ont., school says it’s up to principals to make the final call on how they want to mark Halloween.

●ポイント１：when it come to 〜の後ろは必ず名詞！●
まずはタイトルから見ていきましょう。when it comes to というTOEIC頻出表現がでていますのでまずは確認ですね。訳は「〜のことに関すると」や「〜のことについて言えば」といった感じで訳がとれればオッケイ。この場合は、「子供とハロウィーンに関しては、何がやり過ぎか！？」といった感じですね。
今回のこの文章は、ある学校がハロウィーンの日に小学校３年生以上の生徒のコスチューム着用を禁止した事についての記事で、その決定に対して子供の親達が大激怒しているというないようですね。この記事で取りだたされている議論は、ハロウィーンという年に一度特別なイベントにコスチューム禁止という極端な決まりを設けている学校側がやり過ぎなのか、または気張って子供達にたくさんの予算を欠けてコスチュームを用意する親達がやり過ぎなのかという観点で記事がかかれているようです
TOEIC関連文法で、この表現のポイントは、最後のtoは不定詞ではないので動詞の原形が絶対にこない事ですね。たとえば、「小説を書く事に関して言えば〜」という表現の場合、「when it comes to write writing a novel〜」というように、動名詞がかならず来なければ行けません。Part 5の文法穴埋問題にもよく出題されるバターんですので是非覚えておいて下さい！
